Cleo R. Wagstaff, lovingly known as Grandma Pepper, passed away peacefully on November 22, 2025, surrounded by her family. Born on October 21, 1931, Cleo lived a life filled with love, laughter, and cherished memories. She was a vibrant presence in her community, known for her sweet demeanor and her ability to forge friendships with everyone she met.

Cleo enjoyed a fulfilling career as a teller at Key Bank. After retiring, she dedicated her time to the Weber County school district as a bus aide. These roles demonstrated her unwavering commitment to serving others. Together with her beloved husband, Duane, she shared the rewarding experience of managing their dairy farm, where they worked tirelessly side by side, creating not only a livelihood but a lifetime of proud accomplishments. Together, they worked their farm; Grandpa would be chopping corn and Grandma would be driving the corn trucks. They often relished attending rodeos and horse races, celebrating the simple joys of life as partners and best friends.

She was an enthusiastic cheerleader for Weber High School, and her spirit never dimmed throughout her life. Many will remember Cleo for her delightful stories, regaling them with tales of “back in the day.” Grandma was also a devoted member of the Church pf Jesus Christ of Latter-day Saints; she had a strong testimony in the gospel. Saturdays were always special; they were reserved for shopping trips, followed by relaxing weekend breakfasts with family, underscoring her independence, her faith, and zest for life.

Cleo’s warmth and compassion extended far beyond her immediate family. Her neighbors adored her, and her fun-loving personality made her a beloved figure in the community. She possessed a unique ability to speak her mind, all the while ensuring she never wanted to be a burden to those around her.

Cleo is survived by her daughter, Debbie (Ken) White; grandchildren, Kelly (JeaLeen) White and Heidi (Shane) Douglas; great-grandchildren, Kolby (Amy) White, Jessica White, Jaycee (Bowen) Koenig, Pacen (Cassidy) Douglas, and Kenlee White; and four great-great-grandchildren, with one on the way. We know Grandma is holding that baby girl right now, and is keeping her safe till she gets here. Her grandkids were her pride and joy, and took care of her to the end. She leaves behind a legacy deeply rooted in love and hard work, and her spirit will continue to live on in the hearts of her family and friends.

She was preceded in death by her husband, Duane; her son, Dean; her parents, Parley and Gladys; and four siblings. The love she shared with her family and friends serves as a poignant reminder of a life beautifully lived, and she will be dearly missed by all who had the privilege of knowing her. Cleo R. Wagstaff, beloved matriarch, friend, and neighbor, now rests peacefully in the arms of her savior, leaving behind a world forever changed by her love and light.

The family would also like to give a special thanks to Symbii Homehealth and Hospice team, especially Dani and Cassidi, for their tenderness and love that they gave Grandma.
