David B. Rohr, retired Chairman of the U.S. International Trade Commission, proud U.S. Army veteran of the Korean War era, and longtime resident of Brick Landing Charlestownes on the Waterway, died April 12, 2025, in Bolivia, N.C. He was 91.

Mr. Rohr served as a Military Police Non-Commissioned Officer before entering federal civilian service. He began his career at the U.S. Department of Commerce and later served as Staff Director for the U.S. House Subcommittee on Trade. He was appointed by President Ronald Reagan in March 1984 to serve as a Commissioner of the U.S. International Trade Commission and was subsequently reappointed to a term ending December 16, 1994. He continued to serve by operation of law and retired as Chairman of the Commission on August 5, 1996.

David Baker Rohr was born in Hartford, Conn., on April 18, 1933, and raised in Washington, D.C. He graduated from Sidwell Friends School in 1952. He received a bachelor's degree in business administration in 1958 and a master's in economics in 1963 from Colorado State University, where he was later named an honored alumnus. He completed a fellowship at Stanford University's National Institute of Public Affairs in 1967.

After retiring from federal service, Mr. Rohr remained engaged in civic life. He devoted time to volunteer efforts, including serving on the Board of the Hospice Cup of the Chesapeake, an organization founded in 1981 that raises awareness and support for hospice care through its annual charity sailing regatta. In 2005, he and his wife, Pamela Quinn-a former Assistant Attorney General for the State of Maryland-relocated to Ocean Isle Beach, N.C. There, he served as commander of the Shallotte River Sail and Power Squadron, earning multiple commendations for his commitment to boating safety and education. He also served several years as president of the Charlestownes on the Waterway HOA. He and Pamela were active members of St. James the Fisherman Episcopal Church.

David is survived by his wife of 29 years, Pamela Quinn; children, Derek Rohr and Sharon Wainscott; stepchildren, John Hills and Mary Alice Hudson; and many grandchildren and great-grandchildren. He was predeceased by his wife of 32 years, Loretta French Rohr, who passed away in 1991.

A memorial service will be held at 1 p.m. on June 21 at St. James the Fisherman Episcopal Church in Shallotte, N.C.

In lieu of flowers, the family kindly requests that memorial contributions be made to a hospice care organization or a charity of your choice.
