Delmer was born October 9, 1931 to Cecil Homer and Lois Ethel (Jones) Barefoot in their home northeast of Hollis, OK in Harmon County. Growing up, Delmer attended Ron Schools in Ron, OK. He married Mildred Avice Scott on March 22, 1951, in the Scott home, south of Gould, OK. Thinking he would be drafted into the Army soon, they wanted, and made the decision, to marry before he went overseas.
Delmer and his bride moved to Watsonville, California where he received his induction into the army for two years and served in Korea for a one year tour of duty, being on the front line when the Armistice was signed in 1953. He served in the 7th Division 31st Infantry Regiment and attained the rank of Sergeant. Delmer finished his service time at Fort Carson in Colorado Springs, CO, where he received his honorable discharge in October 1954. They lived there four months following his discharge, then he served in the Army Reserve for 6 years.
The Barefoot's returned to Texas after being discharged, where he found employment with Cabot at the Carbon Black plant for ten and one half years in Pampa, Texas, and a very short time east of Shamrock. He always dreamed of having a farm of his own, and in 1965 he and Mildred bought a farm with a home from George W. and Hazel Davis northeast of Shamrock, where they raised a family– Kerry Lynn, Stanley Dean and Scott Eugene.
He later bought a ranch and enjoyed both farming and raising cattle. Delmer was an active member of Shamrock's First Baptist Church since 1966 and served in Sunday School record keeping for many years. Delmer also served on various boards and committees in Wheeler County, TX, including ASCS, FHA and Shamrock ISD School Board and the Shamrock General Hospital.
Delmer was passionate about the Dallas Cowboys and Texas Rangers, rarely missing a game. But he was the biggest fan of his family, and never missed a ballgame his boys played. He loved watching the grandkids in their extracurricular activities.
Delmer was preceded in death by his beloved son, Kerry Lynn; his parents, Homer and Lois; his brother, C. Barefoot; and sister-in-law, Ellie Maude (Maudie) Barefoot.
Delmer is survived by his wife, Mildred Barefoot, of the home; sons, Stanley Barefoot and wife, Kristi, of Sanibel Island, FL, Scott Barefoot and wife, Rayna, of Shamrock; Grandchildren, Andrew Lynn Barefoot and wife, Anicia, of Arroyo Grande, CA, Caleb Scott Barefoot of Redmond, WA, Rhandyl LoRae Vinyard and husband, Cole, of Lubbock, TX, Kerry Danton Barefoot and wife, Angela, of Amarillo, TX, Connor Janiece Vinson and husband, Colton, of Shamrock; Great Grandchildren, Elena Rae Barefoot, Remington Faith Vinyard, Taj Andrew Barefoot, Uriah Cruz Barefoot, Barrett Ray Vinyard, Elijah Oak Barefoot, Jeptha Don Vinson, Andrew Danton Barefoot and a baby girl Vinson who is on the way.
