Francine Cox was born on July 18, 1957 in Newark, New Jersey, to Frank and Agnes Cox. The eldest of six children, Francine received early practice being the person others looked up to, a quality she would embody all her days. She attended the Morton Street school from kindergarten through the sixth grade before attending West Kinney Junior High and graduating from Central High school in Newark. Francine also received an executive certification from Essex College of Business in 1976.
Francine would go on to become the guiding light for her three daughters, Zakiyyah, Juaquadah, and Jasmin. In these three women Francine imparted the steadfastness, self-reliance, and elegance that put her at the center of all the rooms she entered, and at the heart of the topics being discussed.
Retiring from Northeast Power Coordinating Council after 32 years of dedicated service, Francine spent her earned free time as an avid shopper and a frequent traveler. "Ms. Fran" made time for the people and the pastimes she loved, just so long as they did not disturb her daily appointment with the "Family Feud" and Steve Harvey.
Francine is survived by daughters Zakiyyah Cox, Juaquadah Cox and Jasmin Cox, grandchildren Kiana Whitley, Schyler Curry, Zoey "Bookie" Cox and Zyra Cox, siblings David "Skip" Cox, Diane Velez and Alicia Cox, and dozens of other family members and friends who will miss her dearly. She is predeceased by father Frank Cox.

I first met Fran at the reception of NPCC just before my interview. She was full of life and energy, making a lasting impression on me. During our brief conversation, she shared her experiences at NPCC, which deeply inspired me and became one of the key reasons I decided to join the organization. Her warmth and enthusiasm were truly infectious. I pray that her soul rests in peace and that her family finds the strength they need to move forward during these difficult times.

Fran was the outward facing interface for many years for those privileged enough to work with her at Northeast power. She took her responsibilities very seriously, but always with good nature.
