Francis F. Baxter, age 84, of Lisbon, NY, passed away suddenly on Tuesday, August 19, 2025, at Claxton Hepburn Medical Center. Per his request, there will be no formal visitation or funeral services. Arrangements are entrusted and under the direction of Frary Funeral Home, Ogdensburg.

His family will host a private celebration of life event at a later date.

Francis is survived by his companion of 32 years, Linda Dilcox of Lisbon; his children, Fred (Carol) Baxter of Lisbon, Tammy (John) Kelly of Phoenix, NY, Penny Covert of Hopkinton, Brent (Jessie) Brenno of Ogdensburg, and Dane (Rebecca) Brenno of Lisbon; his siblings, Phyllis Baxter of Liverpool, NY, Charles Baxter of Constantia, NY, Ann (Mark) Smith of Fulton, NY and Edward (Terry) Baxter of Canton, NY; 7 grandchildren and 9 great grandchildren; and several nieces and nephews. Francis is predeceased by his parents, and sisters, Betty L. Richards, Mildred L. Baxter, Eleanor J. Jeanette and Clara M. Baxter Shanahan and three brothers, Donald H., William G., and Cyril E. Baxter.

Francis was born at home on December 17, 1940, in Heuvelton, NY, the son of late Howard and Greta (Finley) Baxter. Francis attended Heuvelton schools. He began his career with P & L Services before starting North Country Appliances of Heuvelton, NY with his business partner and Nephew John Richards and then going into business on his own as Fran's Appliance Repair in Lisbon, NY, which he successfully operated for many years. "Fran", as he was known by his friends and acquaintances throughout the area had a reputation for his remarkable skill with anything mechanical, many relied on his expertise.

He had a passion for cars, restoring grandfather clocks, and tinkering with all sorts of mechanical projects. Francis also loved his dogs, especially his faithful buddy Tiger, who predeceased him.

Donations may be made in Francis's memory to S.P.C.A of Ogdensburg, 6718 NY-68, Ogdensburg, NY 13669 or any animal shelter of one's choice.
