Born in Columbus, OH he was the son of the late Roger and Carolyn Chester.
Fred was raised in Berkley, MA where he attended local schools and was a graduate of the Dighton Rehoboth High School class of 1962. Upon graduation from high school, he enrolled at the Webb Institute in NY completing his Bachelor's degree in 1966.
Fred retired from Electric Boat as a principal engineer after 33 years of service where he was instrumental in the development of the NR 1 project. An avid sailor at heart, he was a member and past secretary of the Corinthians sailing assoc. since 1996. He was predeceased by a brother, Charles.
He is survived by several nephews; great nieces and nephews; and his longtime friends and neighbors in Lords Point.
Services for Fred were held privately.
