Bill was born April 20, 1951, in Kewanee, Illinois, the son of William and Alice May (Harrison) Biggs. He married Jan VanVoltenburg in 1979. Even though the couple separated, they remained close friends.

After two and half years in the military, he worked in maintenance for Alleman High School in Rock Island before earning his bachelor’s degree from Marycrest University and later his master’s degree from Western Illinois University.
Bill’s career was focused on helping others as a Licensed Professional Counselor and Clinical Supervisor, working at Riverside in Moline, Paul Revere Square (now Rosecrance) in Davenport, and Tipton Correctional Center in Tipton, Missouri.
He was a former member of St. John’s Lutheran Church, East Moline and the Vietnam Veterans of America. He loved gardening, reading, woodworking, and watching television, especially science fiction.
Bill is survived by his dear friend, Jan Biggs of East Moline; his son, Jared Adams of Singer, Louisiana; two step-children with whom he was close, Grant (Valerie) Ward of North Liberty, Iowa, and Michelle (Ed) Barnes of Cottage Grove, Minnesota; six grandchildren; and his brother, Jim Biggs. He was preceded in death by his parents and a brother, Marvin Biggs.
