James Linwood "Jimmy" Kay, a beloved husband, brother, uncle, and friend, passed away peacefully on May 19, 2025, in Norfolk, Virginia, at the age of 74. Born on February 15, 1951, in Norfolk, Virginia, Jimmy lived a life full of passion, dedication, and service to others.
Jimmy's educational journey began at Granby High School, from which he graduated in 1969. He furthered his studies at Old Dominion University, earning a bachelor's degree in sociology in 1973. He had a variety of occupations over 38 years. He retired from the Department of Justice as a graphic specialist. Although he was a thorough and respected worker, he worked to live rather than lived to work.
An individual of diverse interests and talents, Jimmy achieved impressive martial arts accomplishments; he was a third degree black belt in Kung Fu and served as a respected Sifu. His dedication to discipline and mindfulness was further exemplified by his second degree black sash in Tai Chi, a practice he cherished teaching and sharing with others. Beyond martial arts, Jimmy found joy in gardening, fishing, sailing, dancing, and riding motorcycles. He was a familiar face at the Norfolk rec center gym where he made many friends. He enjoyed seafood, especially oysters and crabs.
In his youth, Jimmy was an active member of the Boy Scouts, achieving the rank of Eagle Scout and being honored with membership in the Order of the Arrow. He also participated in the United Methodist Youth Fellowship at Wesley Grace United Methodist Church, where he formed lifelong friendships and cultivated his enduring commitment to community service.
Jimmy is preceded in death by his parents, Betty Jane Kay and Ernest Linwood Kay. He leaves behind his devoted wife, Roseanne Castelli Kay; his sister, Jane Kay Orr, and her husband, Robin; his niece, Jessica Orr Shawaluk, and her husband, Andrew, along with their sons, Henry and Ian. He is also survived by his nephew, Douglas Orr, and his wife, Beth, along with their son, Sullivan.
Jimmy's life was a testament to his love for his family, friends, and community. His infectious laugh, enthusiasm, warm heart, and generous spirit will be deeply missed by all who knew him.
Details of the services to honor and celebrate Jimmy's life will be posted at a later date. In lieu of flowers, the family kindly asks that donations be made to the American Civil Liberties Union in Jimmy's name. Cremation and Funeral Services of Tidewater is handling the arrangements. I met Jimmy during my sophomore year at ODU. He was one of my best friends in college and was one of the sweetest guys I ever knew. My condolences to Roseanne and to all who loved him.

I have many memories with Jimmy, I call him sifu Jimmy as we met training in Kung-fu together outside of Washington, DC in Arlington. We found common ground in the fact that we were both from Norfolk and we'd often discuss our trips whenever either one of us would go home to visit. After our martial arts school closed sifu Jimmy later relocated back to Norfolk, whenever I would visit my family I'd try to make time to visit Sifu Jimmy and his wife, Rosy. Jimmy and Rosy help celebrate my first child, Zuriel by attending his baby shower and later his first birthday despite the record snow we had on that day. Many people would have used that as an easy out not to attend but he was still present and that means a lot. Despite our age difference sifu Jimmy was more than a fellow martial arts student, he was my friend. Rest up sifu! I'd like to also thank his wife Rosy for always being a gracious hostess on my visits and being so kind and interactive with my son.
