Julia "Julie" Ann Domer (1944–2026)
Julia "Julie" Ann Domer, a woman defined by her kind heart and unwavering dedication to others, passed away
peacefully in the late evening on Friday, February 27, 2026.
Born in 1944 at the Oak Ridge Hospital in Tennessee, a historic U.S. Army facility serving the Manhattan Project, Julie's life began in a place of great significance. She carried that sense of purpose throughout her life, living in Louisville, Ohio, and eventually settling in Wilmington, North Carolina.
Julie attended Shepherd State College in West Virginia and Rio Grande College in Ohio. This paved the way for
a 26-year career as an employment specialist for a non-profit government organization. Though she began her
journey there as a temporary receptionist, her talent and empathy were immediately recognized. Julie became a
vital asset to her team, known specifically for her ability to provide calm empathy to job seekers facing the stress
of financial hardship. She retired in April 2010, leaving behind a legacy of service.
Julie's greatest legacy, however, was the love she poured into her family. She was a steady, guiding light for her
granddaughter, Ana Nadia Tahir, whom she raised with a mother's devotion since Ana was three years old.
Their bond was profound and enduring, a testament to Julie's capacity for unconditional love.
She is preceded in death by her parents, Elaine Burdett and Douglas Philip Rouse; her maternal grandparents,
John Wallace and Edna Ada Johnson Burdett; her paternal grandparents, Philip Marion Rouse and Ida Mae
Henderson; and her late husband, Marion Edward Domer.
She is survived by her daughter, Lisa Suzanne Tahir, and her loving granddaughter, Ana, along with Ana's husband, Cameron Bijan Parnian; and her dear cousin, Priscilla Sue Kapp Veal.
In accordance with Julie's wishes, no formal service will be held. She has been cremated, and in a final act of
closeness, her remains will eventually be interred with her granddaughter, Ana.
For those who wish to honor Julie's memory, the family suggests donations be made to the Woodburn
Presbyterian Church in Leland, North Carolina, where Julie shared her talents and time as the church treasurer.
