Norma Lee Osterhout of Bridgeville passed away on Sunday, March 30, 2025 at her home surrounded by her family. She was 66.
She was born on July 23, 1958 in Seaford, DE; the daughter of the late Carlos Edward Passwaters, Sr., and Hazel L. Smith Passwaters.
Growing up in Bridgeville she graduated from Woodbridge High School with the class of 1977.
She was married on February 21, 1998 to Jeffrey Osterhout and they made their home in Bridgeville. She worked most all of her life at CHPT Manufacturing in Georgtown.
She attended Victory Tabernacle Church in Laurel and also served with the Seaford Moose where she earned the Academy of Friendship Degree. In her free time, she loved talking on the phone with her friends, working crossword and jigsaw puzzles, and spending time with her family, grandchildren and loved ones.
She is survived by her husband of 28 years, Jeffrey Osterhout of Bridgeville; two children: James S Howell, Jr. of Bridgeville, and Stacey L. French and her husband Gregory of Greenwood; three grandchildren: Alexis A Doughty and her wife Sky of Wasburn, Maine, James Howell, III of Hurlock, MD, and Blane C. French of Greenwood; one great grandson Mason Wyatt James Doughty of Wasburn, Maine; two sisters: Doris Trice and her husband William and Rebecca Hartzel all of Bridgeville; two step-brothers: Stephen Mark Dean of Stockton Springs, Maine, and Charles Terry Dean of Columbia, South Carolina, and a brother-in-law Eric Osterhout and his wife Diana of Waller, Texas.
In addition to her parents, she was preceded in death by two brothers: Carlos Edward Passwaters, Jr. and Dennis Ray Passwaters, Sr.
Funeral services will be held on Thursday, April 3, 2025 at 12:00 Noon at the Framptom Funeral Home - Fleischauer Chapel in Greenwood with Pastor Stacey Johnson officiating. Burial will follow at the Delaware Memorial Veterans Cemetery in Millsboro. The family will receive friends one hour prior to the service on Thursday.
