Penelope Lynn "Penny" Decker

Penelope L. "Penny" Decker, 53, of Owego, NY, passed away Wednesday, December 24, 2025, at Mercy House of the Southern Tier. Penelope was born in Johnson City, New York to the late William and Irene Decker. Along with her parents, she was predeceased by her sister, Wendy Tucker; sister, Barbara Ceurter. She is survived by her son, Collin Ward; siblings, Bill and Brenda Decker, Linda Bello, Rick and Julie Tucker, Denise and Eric Seliga; brother-in-law, Butch Ceurter; several nieces, nephews, cousins and extended family and friends. Penelope was a volunteer fire fighter with the Berkshire Fire Department and the Owego Fire Department. She worked for Tioga County Department of Social Services. Funeral services will be held on Tuesday, January 6, 2026, at 10:00 a.m. at the Estey, Munroe & Fahey Funeral Home, 15 Park St., Owego, NY with Pastor Jay Geistdorfer, officiating. Burial will be in the Tioga Cemetery, Owego, NY. The family will receive friends Monday, January 5th from 4:00 to 6:00 p.m. at the funeral home.
