He was born in South Charleston, West Virginia to the late Clifford Manley and Phyllis Jean Sundin Manley.
Phillip worked in the Roofing Industry for several different companies over the years. He served in the US Army.
Surviving are his sons, Matthew S. Manley (Amanda) and Michael J. Manley (Casey); sister, Mona Frederoski (Daniel) and brother, Edward "Ed" Manley (Tonya). Also surviving are his grandchildren, Taylor, Logan, Michael and Zach.
Funeral service will be held at 1:00 p.m. Tuesday, February 24, 2026 at Bartlett-Nichols Funeral Home in St. Albans, with Pastor David Bentley officiating. Burial will follow in Cunningham Memorial Park, St. Albans with Military Honors.
The family will receive friends prior to the funeral service.
