Robert Cicero Garcia, 96, passed away on December 14, 2025, in Panama City Beach, Florida. Born on December 11, 1929, in
San Antonio, Texas, Robert was one of seven siblings to Irene and Jose Garcia. After graduating high school, he joined the Army Air Corps in 1948 and served his country until 1952, traveling across the globe during his service, which he loved to talk about.
Following his military years, Robert made his way to Panama City Beach, where he was captivated by the white sandy shores-and by Bertha, the love of his life. Together they built a family and a thriving rental business that reflected Robert's dedication and work ethic.
A self-taught builder, Robert learned his craft through years of hands-on construction work throughout Panama City Beach. During the day, he helped build local landmarks such as The Miracle Strip, Goofy Golf, The Fountain Bleu, as well as several churches including St. John's parish. In the evenings, he turned his attention to his own projects-building Beach Way Villa, one of the first convenience stores in the area, the home for his family, and the eleven apartments they named Shady Pines. His craftsmanship and determination left a lasting legacy in the community he loved.
Robert enjoyed spending time outdoors, and was often found tinkering in the yard or feeding the chickens and squirrels. His hands were rarely idle, always busy building or fixing something with care and precision.
He is survived by his devoted wife, Bertha Garcia; his children, Debra Armistead, David Garcia, Carlos (Victoria) Garcia, Nathan (Ashleigh) Garcia, and Thomas (Jessica) Garcia; his great-grandchildren, Ava and Nico; and a host of nieces and nephews. He was preceded in death by his parents, and all his siblings: Oscar, Edward, Velia, Claude, Earnest, and Ruben.
Robert lived a life defined by service, hard work, and an unwavering devotion to his family and his faith. His legacy endures through the structures he built and the many lives he touched.
A funeral service with military honors will be held on Monday, December 22, 2025 at 11:00 am at Kent-Forest Lawn Funeral Home. The family will receive friends on Monday, December 22, 2025 from 10:00 am until 11:00 am. In lieu of flowers, donations can be made to
