Sandra Burke Bishop, 68, was called to heaven on Friday, October 17, 2025, at Halifax Hospital after a brief illness.
Sandy was born in Ilwaco, Washington, on May 14, 1957, to Lawrence and Linda (Stewart) Burke. She graduated from Deland High School and attended Daytona State College. She was married to her husband Stephen for 25 years.
She was the Owner/Broker of Top Shelf Properties, LLC, primarily advising commercial property and land clients, as well as helping first-time homebuyers, a cause she was very passionate about. She was privileged to be the Executive Director of the Volusia Building Industry Association for eight years. Before her VBIA position, she was a sales and marketing specialist in community, new home, and commercial properties, both in Florida and Virginia.
Sandy's industry involvement and recognitions include; Member, Board of Directors for Food Brings Hope, Member, Citizens Oversight Committee, Half Cent Sales Tax, Volusia County Schools, March of Dimes, Volusia County Council, Board of Directors three years, Northern Virginia Therapeutic Horseback Riding Assn Board of Directors three years, Twice Selected as Volusia County Sales Manager of the Year, Volusia County and Daytona Beach Affordable Housing Task Forces, Past President and twice Builder Member of the Year, East Florida BIA, Multiple HBA & Realtor Committee positions & awards including National Director and Twice Selected One of Volusia County's "Most Influential Women In Business".
Sandy was preceded in death by her parents, Lawrence and Linda Burke.
Survivors include her husband, Stephen; her daughter Stephanie (Ethan); her siblings, Danny (Christine), Jean (Curtis), and Joanne (Greg). Her Nieces and Nephews: Melanie, Matthew (Magan), Kaitlin (Dell), Joshua (Danielle), Erika (Chris), and Zachary. Sandy had three granddaughters. She also had 3 great-nieces and 3 great-nephews, with another on the way.
A Celebration of Life will be held at a later date.
