Victor Delano Billups Sr.

Victor Delano Billups, Sr. transitioned to be with the Lord on May 19, 2025, at Chesapeake Regional Hospital in Chesapeake, VA.
He was born on November 3, 1944, in Norfolk, Virginia, to the late Reginald and Inez Billups, Sr. He was the second eldest of six children and grew up in the Liberty Park and Chesterfield Heights area. Some of his fondest memories were playing with his brothers and friends in the neighborhood.
Victor was educated in the Norfolk Public Schools System, graduating from Booker T. Washington High School in 1962. He served in the Naval Air Reserve from 1962 to 1964. Meanwhile, he furthered his education at Norfolk State University and earned a B.S. Degree in History Education. While residing in Tidewater, he served as District Scout Executive for Boy Scouts of America and a History and GED Teacher for Norfolk Public Schools.
In 1982, he relocated to Baltimore, Maryland, where he accepted a position as a Financial Planner. He married his lovely wife, Gloria Langford, on May 1, 1986. They each brought three children into their union, creating a blended family.
Victor joined the Northwood-Appold United Methodist Church and became a Certified Lay Speaker. While there, he served in many other ministries, including Assistant Program Manager of the Marriage and Education Ministry. After working as a Financial Planner for over 25 years, he retired in 2008. In 2012, God led Victor and Gloria back home to the Tidewater area, where they became members of New Hope Baptist Church. At New Hope, he served as a member of the Men's Ministry, the Budget and Finance Ministry, the Marriage Ministry, and became a Deacon. He was committed to serving and giving God all the glory and sharing the Word to all who would receive it.
Victor had an infectious personality and was loved by all! He was charming, intelligent, and often imparted his wisdom to all willing to listen. He enjoyed communicating with people and always accepted an invitation to emcee an event. In his words, "I never met a mic I didn't like!" He was financially savvy and helped many people prepare for the future. He loved to make people laugh with his jokes and sense of humor. He was a former bowler in his spare time. Many years ago, he joined the Masonry and was a member of Norfolk New Light #196, PHA. Victor was truly a people-person, and it was a joy to be in his presence!
He leaves to cherish his memory, his wife of 39 years, Gloria L. Billups, six children; Victor Billups, Jr., Eric Billups, Michelle Tensley (Kenny), Syreatha Ervin (Darrell), Sheri Mitchell (John), Dwayne Stukes (Lori), grandchildren; Jason Silver, Kennedi Tensley, Jermon Gordon, Devin Gordon, Jordan Ervin, Myka English, Jade Stukes, Skylar Stukes, Jordyn Stukes, great grandchildren; Rahsaan Phares, Kaili Phares, Samara Silver and Kaizen Gondre-Gordon, his siblings; Reginald Billups, Jr., Greg Billups, Ronald Billups (Lisa), Marie Smith, and Renee Dew; Godson, Rodney Cole and a host of nieces, nephews, cousins, and other relatives. Special Friends, Don Brown and Charles "Chuck" Bullock. He was predeceased in death by his parents, Reginald Billups, Sr., and Inez Billups.
