Born in Chester, S.C. on June 24th, 1944, the son of the late William Lucas Sr. and Athleen Riola "Beanie" Dickey. Bill graduated from Chester High School and served his country in the US Air Force as his father did before him in The US Army.
Bill began as a military aircraft mechanic and soon after became an aircraft mechanic instructor. After 20 years of service, which included serving during the Vietnam War, Bill retired as a Master Sargent in the position of First Sargent in 1984.

Bill maintained an active membership of the Veterans of Foreign War and proudly held the position of S.C. State Commander for the V.F.W. from 2005 to 2006.
Bill was a member of Agent Orange, and a member of the Masonic Lodge for 53 years. Bill was a loyal and true patriot.
Bill and Nina began a life and family together that would endure for 60 years. Bill loved to take his family on tours of the country camping whenever possible. He loved to travel, visited all 50 states, and traveled abroad to numerous countries. Bill was an enthusiastic auto mechanic as well, who after retirement from the USAF became an auto mechanics instructor for Georgetown High School Career Center in Georgetown, S.C. while starting a residential irrigation partnership with longtime friends, D K & L. Bill had a great sense of humor, enjoyed time with friends and family, and still found time for adventure.
Survivors include his devoted and loving wife Nina Dickey; daughters Dawn D. Rowe (Paul), Amy L. Hagan (Todd); grandchildren, Heather Baxley (Sherman), Dustin Mahoney, Aniza Rowe, Whitney Roberson (Spencer), Taylor Allen (Jordan); great grandchildren, Tyler (Hannah), Hunter, Kaleb, Kyle, Jensy, Eli, Easton, Rain, Tatum; Great-great granddaughter, Thea; sister Debra Simmons (Jack) brother-in-law Robert Knight (Dorothy) and many nieces, nephews, and cousins.
