William "Bill" J. Richter, 45, of Kingston, NY, died on Thursday, July 11, 2024. He was born at Benedictine Hospital on July 12, 1978. He is survived by his daughter Makayla Richter; his mother Melinda Williams; stepfather Janson Williams; brother Wayne Richter (Lisa); nephew Lucas; half-brother Dan Rider (Jessica); Dan's children; fiancée Carly O'Keefe-Grey; and stepdaughter Sam Constable. He is also survived by his godfather, Uncle Bill Richter (Stephanie), and so many aunts, uncles, nieces and nephews.
Known for his hard-working nature, Bill held a variety of jobs throughout his life. Whether he was working in advertising, the food industry, or chemical operations, he always committed whole-heartedly to every professional endeavor.
Bill took exceptional pride in his personal appearance, to the point where those close to him often teased him for his clean-cut look. So much so that he wouldn't let anyone else cut his hair. He spent endless hours in the gym, and always loved a good button-up.
Bill was an avid Yankee fan, attending countless games with family and friends over the years. On Sunday afternoons during football season, he could always be found cheering on the Jets at home, where the door was always open to anyone who wanted to join. Bill held close to his heart visits with friends, family vacations, and just being home with the people he loved, including his frenemy cat, Rusty. In recent years, Bill grew to have a deep appreciation for his childhood friend, Adam, who was a constant and reliable source of comfort and support.
A 1996 graduate of Kingston High School, Bill moved to Florida with his three best friends and his brother in 2004. These relationships were so important to him and always brought out his friendly and funny personality. They never skipped a beat with tons of joking, roasting, and playing pranks when they were together. His cherished daughter, Makayla, whom he loved more than anything else in the world, was born two years later in 2006.
Bill was predeceased by his father, Wayne Richter, Sr., in 2012 - a loss that left Bill forever changed. He reflected fondly on his childhood fishing trips with his dad and brothers, and on the fact that the smell of fresh cut grass always evoked memories of his dad.
Bill spent ten years in Florida before coming back to Kingston in 2014. He turned to a life of travel along the east coast, in search of peace from the grief over the loss of his father. Four years later he reconnected with his sixth-grade sweetheart and love of his life, Carly. Christmas Eve of 2018, in a break from his typical private nature, he asked Carly to marry him in front of her entire family, like a love-struck fool. Since then, Bill and Carly built a home together, survived a pandemic, and planned as many family vacations as they could fit in. Bill was never happier than when he was surrounded by his three girls: Carly, Makayla, and Sam.

I remember Bill when he was just a young teenager. He was always such a great kid. He was always such a quiet kid but so loving and so funny. He was always so respectful and caring to my daughter who was very young at the time. He was always the biggest Yankee fan. I am truly sorry to his brother Wayne, his fiance and his daughter. I am going to miss his smile and his loving personality.
