Francis Xavier Colaço

Francis Xavier Colaço, of Washington, DC, passed away following a short illness on January 23, 2023.

Born in 1938 in Mumbai, India, to a Goan family, he was the third of 10 children of Maria Alda Amanda Ribeiro and Manuel Francisco da Paula Colaço. He graduated from St. Xavier's College with Honors in 1957. He would fondly recall that he left India in 1959 with only $50 in his pocket to pursue an MBA at the University of Detroit. He followed this with a Ph.D in Economics from the University of California, Berkeley in 1967.

A gifted economist, he began a successful career at the World Bank in 1969. He was based in Washington, DC, where he met his wife, Marie-Henriette de Pelet. He remained with the Bank for 28 years, ultimately serving as Director of the East Africa Department and Senior Advisor for East Asia and the Pacific. During this period, he worked for then Bank President Robert McNamara, the former Secretary of Defense under Presidents Kennedy and Johnson. Francis traveled the world extensively and published numerous manuscripts and articles related to his work.

Over the course of his career, he also consulted and taught graduate studies at Brown University, Georgetown University, and The Johns Hopkins School of Advanced International Studies.

Francis's 52-year marriage to Marie-Henriette sustained him, along with his love for his two sons, Antoine and Alain. After losing Alain to random gun violence in 1992, he became an activist for gun reform and, together with his wife, established a scholarship for laboratory medicine in his late son's name.

Francis was warm, affectionate, loyal, and a storyteller. He enjoyed learning about people, was endlessly curious about the world, and shared his love of travel with his family. He visited all seven continents, highlights of which included introducing his family to the President of Uganda, visiting Antarctica, and sailing the Galapagos Islands. He spoke six languages, and took great interest in music and books. He was also passionate about his Goan heritage, publishing a cookbook based on his family's recipes in 2002.

Above all, Francis cherished family and the many close friends he made throughout his life. He is survived by his devoted wife Marie-Henriette and loving son Antoine. A doting and playful grandfather, he is also survived by his adoring grandsons Alain and Xavier. He loved and was beloved by treasured siblings, nieces, nephews, and cousins.

A funeral mass will be held at the Shrine of the Most Blessed Sacrament, 3630 Quesada Street NW, Washington, DC 20015, on Saturday, January 28, 2023, at 11 a.m. In lieu of flowers, the family asks donations to be sent to either the Alain M. Colaço Memorial Fund (Checks Made Payable to: Raymond James Charitable, P.O. Box 23559, Saint Petersburg FL 33742, Memo Section: Alain M. Colaço Memorial Fund), the Brady Center to Prevent Gun Violence, or a charity of your choice in his name.

It os ice to remember Francis once again. I never met a more gentle, kinder person in my life. As a longtime editor of the Bank's Annual Report, had turned to Francis oftn for guidance and advice. His steady hand was always forthcoming and welcome.

I learned only today about Francis Colaco's passing. I did not know that he had been ill. He was a wonderful gentleman and a very good friend and colleague. I had the good fortune to have him as the public finance economist on my first World Bank mission to Egypt in 1975. Not only did he provide a first-class professional contribution, but he also inducted me gently into the workings of Bank missions and, indeed, at Bank headquarters. We continued to have many discussions after that time, and I invariably benefited from them. He and Marie-Henrietta were also wonderfully warm and generous hosts, whose hospitality my wife, Shirin, and I recall with great affection. A true gentleman and a fine economist has passed from the scene. Our deepest condolences to Marie-Henrietta and the family. A person like Francis does not come very often.

Dear Marie-Henriette, Antoine, and Colaco family,
I was deeply saddened to learn of Francis´s passing. Please accept my condolences. May you be comforted by the many fond memories you have of him, some of which were shared at the moving Mass on Saturday, January 28.
My own memories of Francis are also fond. Francis was an early boss of mine at the Bank when he was Division Chief in the Economic Analysis and Projections Department. I had also met Franicis earlier when we were both in the Programming and Budgeting Department set up by Robert McNamara. Though I had not been in touch with Francis for many years, I did participate with him at the rallies against gun violence held on the Mall. To me, Francis was always astute in his appreciation of a situation, conscious of injustice, and an empathetic and supportive boss. When I had my first child in 1980, Francis agreed that I could stretch out my leave by taking half days. This was enormously helpful to me as a new parent with a working professional spouse. And it was an unusual if not unique accommodation for the Bank at the time. His combination of warm heart and quick intellect will always stay with me.

What a wonderful family. Francis and Marie-Henrietta were always warm, friendly, and engaging. As teachers at Sheridan School, a K - 8 School in Washington DC, we all admired the Colaco family very much. Antoine and Alain were a joy to teach and coach. Best to Marie-Henriette and Antoine. Inspiring, class act, Francis Colaco. Generous and gracious. What I remember about him, and I only met him briefly two times, was his aura of light. He reminded me the importance for kids to have a good teacher, develop a love of learning. Francis holds heavy influence over my life. Since I was 5 years old he inspired curiosity in me, modeled manners and respect, patience; how to be quiet, gentle, and yet bold at the same time. His inquisitiveness was every present, "Tell me a story" he would demand of me during childhood visits and then again in my adulthood as if time had stood still. He greeted my own children with the same fondness and affection I received. My life would not be the same had Francis not been in it and I am deeply grateful for him.
