Charlotte was born on March 4, 1948, in Hannibal, MO, the daughter of Forest Samuel "Buster" and Viola Irene (Willey) Todd.
Charlotte is survived by one brother, Earl "Les" Todd (Marianne) of Oconomowoc, WI; two children, Lorrie Bailey (Russell) of TX and Patrick Todd (Jennifer) of IL; four grandchildren; five great grandchildren; and numerous cousins and friends.
She was preceded in death by her parents.
Burial will be in Shelbina Cemetery at a later date. Arrangements are under the direction of Greening-Eagan-Hayes Funeral Home in Shelbina, MO.
