Cleo Eulalia Anderson Kotter, age 86, of Lilburn, Georgia, passed away peacefully on Friday, October 24, 2025, surrounded by loved ones.
Eulalia was born on April 21, 1939, in Canal Point, Florida, to Frank Benjamin Anderson and Cleo Mable Mattox. As a young girl, Eulalia discovered a gift for music and soon became known for her beautiful voice. She was voted "Most Talented" at Savannah High School and frequently sang at church and community events. It was at church that she met Doyle Kotter. They were married for time and all eternity on March 4, 1960, in Idaho Falls. Together they raised nine children and established their home as a gathering place filled with faith and love.
Few people have ever been called "mother" as much as Eulalia. Her home and heart were always open. She had a divine gift for loving and caring for others, especially those who were struggling or felt forgotten. Over the years, she fed the hungry, housed the weary, and lifted the broken-hearted. Many who are not her biological children still call her "Mom" because she loved them as if they were. Her quiet acts of service and unshakable kindness changed countless lives and will ripple through generations.
Eulalia served the Lord faithfully in many capacities in The Church of Jesus Christ of Latter-day Saints, including serving four missions with her sweetheart, Doyle. They served in Jamaica (2000–2001), Nigeria (2006), the North America Southeast mission (2001-2003), and the Georgia Atlanta Mission (2008-2009).
Eulalia's greatest joy came from her faith in Jesus Christ and from her family. She is survived by her husband, Doyle Lind Kotter; and children, Ginger Heaton (Terry), Brent Kotter (Shelly), Vicki Depew (Doug), Janet Samuel (Cornelius), Kim Simpson (Ron), Kendal Kotter (Lesley), Chris Kotter (Jessica), Adam Kotter (Lisa), Jelaire Womble (Taurus); and by 39 grandchildren and 45 great-grandchildren. She is preceded in death by her parents, ten siblings, and daughter Angela.
A funeral will be held on Thursday, October 30th, at The Church of Jesus Christ of Latter-day Saints, 1150 Cole Drive, Lilburn, at 11:00 a.m., followed by a family graveside service at Eternal Hills Memory Gardens, 3700 Stone Mountain Hwy, Snellville. Friends and family are invited to attend a viewing on Wednesday, October 29th, from 6:00 p.m. until 8:00 p.m. at Tom Wages Funeral Home, 3705 Highway 78, Snellville.
