Debra Jean (Kilwein) Tapp passed away peacefully on February 7, 2026, in Portland, Oregon, surrounded by her loving family. She was 67 years old.

Debbie was born on July 11, 1958, in Portland, Oregon, to Richard and Bonnie Kilwein (Pettit). She grew up in Portland alongside her siblings Dana, Ronald, and Diane. She attended Holy Family Catholic Grade School and LaSalle Catholic Preparatory before continuing her education at Mount Hood Community College, where she earned her associate degrees in nutrition and became a dietetic technician.

Debbie met the love of her life, Ronald Frank Tapp, and they were married shortly thereafter. Together they shared forty-five beautiful years of marriage, building a life grounded in love, faith, and family. They were blessed with one daughter, Jamie Lynn.

Debbie dedicated over 30 years of her career as a dietetic technician serving patients in hospitals and skilled nursing facilities throughout the Portland metro area. She cared deeply about the people she served and took pride in her work.

Her greatest joy, however, was her family. Debbie loved spending time with her husband, siblings, daughter, grandchildren, and friends. She had a passion for reading, music, dancing, traveling, and especially for the beach. She treasured her many trips to Mexico, the Caribbean, and abroad, and she found peace in watching the sunset over the ocean.

Debbie was preceded in death by her parents, Richard and Bonnie Kilwein; her brothers Richard and Robert Kilwein; her in-laws, Jack and Jean Tapp; and her brother-in-law, John Biegel.

She is survived by her devoted husband of 45 years, Ronald Tapp; her daughter, Jamie Tiller (Tapp); her beloved grandchildren, Lilly Tiller and Jackson Tiller; her siblings, Dana Biegel (Kilwein), Ronald Kilwein, and Diane Kilwein; her sister-in-law, Yvonne Schantz (Tapp); and her nephews, Brad and Jared Schantz.

A Funeral Mass will be held at Holy Family Catholic Church, 7525 SE Cesar Chavez Boulevard, Portland, Oregon, on February 28, 2026, at 11:00 a.m.

The family asks that those who wish to express sympathy consider making a donation in Debbie's name to a children's charity of their choosing.
