Mr. Winters was born on April 30th, 1948 in Ellwood City to the late Francis L. and Betty Winters, Sr.. Francis had graduated from Riverside High School with the class of 1966. He had worked at the Babcock & Wilcox Steel Mill in Beaver Falls and later as an over the road truck driver.
He is survived by his wife Stella (Nye) Winters whom he married on February 18th, 2017, and his brothers, Timothy (Patty) Winters and John R. Winters both of Beaver Falls.
Following Francis's wishes there will not be a public service. Final arrangements are entrusted to the Samuel Teolis Funeral Home and Crematory Inc..
