A graveside service will be held on Monday, September 15, 2025 at 4 pm in Pinewood Memorial Park.
Grover was born in Pennsylvania. He relocated to North Carolina in 2015 with his wife, Donna. Grover was a volunteer firefighter with the North Beaver Township Fire Department. He attended Youngstown University in Ohio where he received a Bachelor's Degree in Professional Psychology. He also had a double major in Psychology from Geneva College. Grover loved ballroom dancing and playing video games.
He was preceded in death by his parents, Grover and Hazel Shaner Baxter; a sister, Patty Maddox and her husband, Willis; and a close brother-in-law, William Torisk.
He is survived by his: loving wife of 20 years, Donna McIver Baxter; sister, Judy Torisk; 2 nieces; 2 nephews.
