Retired Ohio State Highway Patrol Captain, Howard Emanuel Shearer III, 86, of Delaware, Ohio, passed away peacefully in his sleep on June 8, 2024, surrounded by his loving family.
Born in Pittsburgh, Pennsylvania, on October 9, 1937 to Howard Emanuel Shearer, Jr. and Miriam Mae (Miller) Shearer (both deceased), Howard was the "rule following" sibling to his older sister, Suzanne, and younger brother, Jim. Howard lived most of his life in Ohio and graduated from Salem Senior High School in 1955. Shortly after graduation, Howard enlisted in the US Army 101st Screamin' Eagles and served from 1955-1959. As a result of his Military Police assignment in Yokohoma, Japan he became interested in law enforcement.
While attending Heidelberg College in Tiffin, Ohio, not only did Howard pursue a degree in law enforcement administration, but he also pursued the love of his life - Frances Clara Keylor, participated in the Heid fraternity and was a member of the OAC championship football team. Howard left Heidelberg early to enter the Patrol Academy in Columbus, Ohio, but he continued to date Frances and they were married on June 30, 1962.
Even though Howard was wholly dedicated to the OSHP, he was never one to sit idly by. While working full-time, he completed his bachelors degree at Youngstown State University and a masters degree at The Ohio State University. He also made time for family vacations amidst coaching baseball and attending the sporting events and 4-H activities of his children and grandchildren. In his leisure, Howard enjoyed woodworking, reading, outdoor activities, and dabbling with his accordion, harmonica, and dulcimer.
Howard retired from the Patrol in 1992. He quickly filled his retirement days with a variety of jobs including Court Administrator at the Delaware Municipal Court, Adjunct Professor at Defiance College, and CALEA assessor.
Howard was a member of St. Mark Lutheran Church and supported American Legion Buckeye Boys and Girls State, as well as several civic organizations. He was past president of the Ohio Bailiffs and Court Officers Association from 1998-2000.
Howard is survived by his wife, Frances; his children Jodi (Chris) Augspurger, Dirk (Diane) Shearer, Daniel (Kathryn) Shearer, and Lance Shearer; his grandchildren Hannah (Peter-Christian) Laub; Garrett, Kelsey, Gavin, and Megan Shearer; Natalie (Tyson) Stepp, Madison, Ryan, and Nicholas Shearer; and Sydney Augspurger; and two great grandsons Samuel and Benjamin Laub.
Memorial contributions can be made to the American Legion Post 115 485 Park Ave, Delaware, OH 43015 or to St. Mark Lutheran Church 28 E William St, Delaware, OH 43015.
Calling Hours will be held at the Snyder-Rodman Funeral Center on Monday, June 17 from 10:00 a.m. – 12:00 p.m. and again from 4:00 p.m. -7:00 p.m. A time of sharing and remembrance will begin at 7:00 p.m. Funeral Service will be held at St. Mark Lutheran Church on Tuesday, June 18 at 10:30 a.m. followed by graveside service at Radnor Cemetery. Military Honors provided by the Delaware County Veterans Association and members of the United States Army. Luncheon will follow at Radnor Community Center.
