Born in New York City, Bill grew up in Gainesville, FL from the age of five. He graduated from Gainesville High School and the University of Florida. Years later he also earned a Master of Divinity, a Master of Counseling, a Diploma from the Naval War College, and a Doctor of Ministry. He then was ordained a Presbyterian Minister and began his ten years of pastoring in North Augusta, SC; Decatur, GA; and Oxford, MS. Bill returned to active duty as a Navy Chaplain and served with Navy, Marine Corps, and Coast Guard commands and ships, overseas and in the States. He retired from the Navy as Captain after 30 years active duty, and then served as Pastor of a special ecumenical congregation and Chaplain to the Mariner Sands Community in Stuart, FL until he retired. In 2014, Bill and Eathel moved to Fleet Landing, a Continuous Care Retirement Community, in Atlantic Beach, FL.
