Valerie Ann Morgan

Valerie Ann Hall Morgan, a cherished resident of Manteo, North Carolina, passed away peacefully on September 26, 2025, at the age of 76. Born on September 22, 1949, in Waterbury, Connecticut, Valerie lived a life full of love, dedication, and service.
Valerie was a devoted Budget Analyst for the United States Navy until her retirement, where she demonstrated unwavering commitment and excellence. Her professional life was marked by integrity and diligence, earning her the respect and admiration of her colleagues.
Beyond her career, Valerie found joy in the simple pleasures of life. She was an avid gardener, finding peace and beauty in nurturing her plants. Her love for travel took her to many places, enriching her life with diverse experiences and memories. Above all, she treasured spending time with her great-grandchildren, who brought immense joy and laughter into her life. Valerie was also deeply committed to her community, volunteering locally and making a positive impact on those around her.
Valerie was a beloved mother, grandmother, and great-grandmother, whose warmth and kindness touched everyone she met. She was preceded in death by her parents, John Irving Hall and Maxine Herzog Hall, who undoubtedly welcomed her with open arms.
She is survived by her loving partner, Philip Haseltine; her daughter, Victoria Mitchell; her grandson, Daniel Christian Tombakoglu, and his children, Axl Dane Tombakoglu and Ella Mae Tombakoglu. Valerie also leaves behind her two sisters, Christine Hall of Washington, North Carolina, and Pamela Anywll of Springfield, Virginia, as well as her two brothers, Michael Hall of Trenton, Maine, and James Hall of Front Royal, Virginia.
A graveside service to honor Valerie's life will be held at Manteo Cemetery on Saturday, October 18, 2025, at 1:00 pm, with Chaplain-Rev. Chris Gourley officiating. Family and friends are invited to gather and celebrate the life of a remarkable woman who touched so many hearts.
In lieu of flowers, Valerie's love for volunteering inspires us to continue her legacy of giving. She wished for donations to be made to one's favorite charity, spreading kindness and support to those in need, just as she did throughout her life.
