Barbara Maxwell Obituary

Barbara DuCote Maxwell passed away in Annapolis, Maryland, on February 26, 2026. Her deep connection to Annapolis began in the late-1960's while dating Naval Academy Midshipman Jim Webb, who would later serve as a Marine in Vietnam, Secretary of the Navy, and a US Senator. Having dated as high school students in Bellevue, Nebraska, they married in the United States Naval Academy Chapel in 1968.

Also known for many years as Barbara Samorajczyk, she served two terms as an Anne Arundel County Councilwoman representing District 6. She was known for her independence of thought and her passionate commitment to public service. Barbara cared deeply about her community and worked tirelessly to support the institutions that enrich civic and cultural life.

Her dedication to Annapolis extended well beyond elected office. She served as a trustee of the Annapolis Symphony Orchestra and on the boards of the Anne Arundel County Public Library and its Foundation. She took particular pride in the Michael E. Busch Annapolis Library on West Street. Her connection to the library continues through the Barbara D. Maxwell and Amy L. Webb Collaboration Room and through the many thoughtful touches - both seen and unseen - that reflect her love of learning and community.

A lifelong learner, Barbara pursued knowledge with enthusiasm throughout her life. She earned a Bachelor of Science from the University of Maryland, a Juris Doctor from the Georgetown University Law Center, and an MBA from George Washington University. Her curiosity extended beyond academics: she proudly earned her boat captain's license, trained as a yogi, and completed a certificate in theological studies from Georgetown University. Theology remained a meaningful and guiding presence throughout her adult life. Barbara also possessed a natural gift for interior design and a keen eye for beauty - both in her surroundings and in the people she loved.

Above all, Barbara valued her family and her friendships. Her loved ones take comfort in the faith that sustained her life and in the knowledge that she is now with the Lord.

She is survived by her daughter Amy L. Webb, her granddaughter, son-in-law, and great-granddaughter Brianna, Rocky, and Clover Graziano, and two grandsons Sean and Matthew Hogan.

Those wishing to honor Barbara's memory may make a donation to St. Anne's Episcopal Church. She was deeply devoted to the church's mission and cherished the remarkable community of friends she found there. A funeral service will be held at 10:30 am on Memorial Day, May 25, at St. Anne's.
