Harlan Carol Napper, 77, passed away on Monday, November 3, 2025 at the Geneva Center for Rehabilitation.
He was born on September 8, 1948 in Ewington, OH, the son of Carl and Flossie (Freeman) Napper.
Harlan dedicated the majority of his career to serving the City of Kirtland as a road worker. He was an enthusiastic supporter of Cincinnati football and found great enjoyment in horse racing, gardening, and trips to the casino. Later in life, he relocated from Painesville to Ashtabula to be closer to his family.
Left to cherish the memories of Harlan are his children, Kayla (David) Tuttle and Juan (Diana) Ortiz; grandchildren, Emma, Thalia, and David Tuttle, Dennis Jr., David, Matthew, and Adam Stray; siblings, Cretora Davis, Annabelle Vild, and John Napper.
Aside from his parents, Harlan was preceded in death by his daughter, Carmen Stray; his lifelong friend and partner, Emma Napper; and siblings, Lorraine Knight, John, Carl Jr., Paul, Carolyn, and Danny Napper.
A gathering for friends and family will be held on Wednesday, November, 19, 2025 from 2PM-3PM at the Ducro Funeral Home, 4524 Elm Ave, Ashtabula.
