Herbert Jeffrey Turner, Sr. was the second of four children born to Otelia Sharpe Turner and the late Lawrence H. Turner, on June 9, 1959 in Montgomery, AL. He was residing in Jackson, MS when he was called home on September 20, 2025.

Jeffrey, as he was known by most, initially grew up in Montgomery, AL before his family relocated to Jackson, MS in1963. His formal education began in the Jackson Public School (JPS) System, before he transferred to Christ the King Catholic Church School. He returned to JPS to continue his studies until he graduated from William B. Murrah High School in 1978. While at Murrah, he played football, basketball, was a member of the Murrah Singers, excelled in arts and crafts, and participated in several other school related activities.

After high school, Jeffrey briefly attended the University of Southern Mississippi and Jackson State University prior to enlisting in the United States Army in 1981. He served at numerous duty stations such as Ft. Hood, TX, Seoul, Korea, Coleman Barracks in Germany, and Iraq. Spanning over his 23+ years of service in the military, Jeffrey received honors such as the Bronze Star Medal, Army Achievement Medal (2nd Award), Meritorious Service Medal, Army Good Conduct Medal (7th Award), Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Master Aircraft Crewman Badge, and numerous other awards, citations, medals, etc. He retired as a Master Sargent in 2004, having worked as an Aircraft Maintenance Senior Sargent for 22+ years. Even after retiring from the army, he continued his service to the military by working for the U.S. Army Forces Command (FORSCOM). He worked at FORSCOM until 2013, when he had to retire due to health issues.

At an early age, Jeffrey began attending church at Mt. Moriah A.M.E. Zion with his grandmother and continued his religious journey throughout his life. He instilled in his family to always serve the Lord, and to know Philippians 4:13, I can do all things through Christ who strengthens me. Due to his military career, he attended and/or had memberships at different churches, but he made sure the Lord and Savior was part of his family's life. While in Germany he attended Zion Missionary Baptist Church, and when in Clarksville, TN, he attended The Liberty Church.

Jeffrey was married from 1989 – 2015, and from this union, a son was gained, and a son was born.

He was predeceased by his father, Lawrence H. Turner; his paternal grandparents, Marie Turner Dickerson and Jefferson F. Boyd; his maternal grandmother, Amanda Sharpe; and two aunts and four uncles.

He leaves to cherish his memory: two sons: Dexter DeShawne Turner and Herbert (Tezdrayanna) J. Turner, II; his mother, Otelia Sharpe Turner; three sisters: Otelia M. Turner, Melanie (Anthony) T. Norwood, and Rubida (Doug) L. Turner Walker; two granddaughters: Jenevieve E. Turner and Rayanna M.
