Jacqueline Jean "J.J." Frank, 73, of Peoria, Illinois, passed away peacefully on Tuesday, October 28, 2025, surrounded by her family.
Born on August 6, 1952, in Peoria, to Richard Schonfeld Frank and Martha Topping Frank, J.J. found her true north in family. They were her anchor throughout life - the source of her pride, purpose, and joy. She approached everything she did with kindness, empathy, and a steadfast desire to make her corner of the world better (and a bit more organized).
J.J. grew up in Peoria, attending Hines Grade School and graduating from Richwoods High School before earning a bachelor's degree in physical education from Northern Illinois University in 1974. Later in life, she answered a new calling, earning an associate degree in nursing from Illinois Central College in 1997, proving it is never too late to reinvent yourself.
She dedicated her professional life to serving others. J.J. spent many years with the American Red Cross, leading disaster relief efforts as Director of Safety Services in Kankakee, Illinois, and later as Executive Director in Flint, Michigan, and Sioux Falls, South Dakota. A proud American Red Cross volunteer for more than 50 years, she built a legacy of compassion and leadership that touched countless lives.
Upon returning to Peoria, J.J. continued caring for others as a registered nurse at Carle Health Methodist Hospital, Youth Farm, and the Children's Home Association of Illinois. She also shared her expertise as an instructor at Illinois Central College's School of Nursing, teaching not only the science of nursing but also the art of doing it with heart.
Service and faith were the constants that guided her. A member of St. Paul's Episcopal Church, J.J. volunteered for the church pantry fundraising sale and completed the rigorous Education for Ministry program. She also gave her time and talents to the YWCA and Girl Scouts.
Her family will remember her for her kindness, loyalty, adventurous spirit, love of animals, and unmatched ability to turn any holiday gathering into a costume party. Her collection of festive hats and headwear was legendary, and she celebrated every occasion with enthusiasm and flair.
J.J. is survived by her sisters, Kathy (Robert) Hand of Moline and Connie Frank of Peoria; nieces Sara (Marc) Brewen, Lisa (Bob) Gates, and Laura (Andy) Chapin; grandnephews Caleb Blankenship, William "Bo" Brewen, and Joshua Chapin; and grandniece Alex Gates. The family extends special gratitude to J.J.'s dear friend Karen Shepler, who went above and beyond in caring for her - as J.J. did for so many others.
J.J.'s life was a master class in kindness, service, and faith. She made the world better in ways both big and small, and those lucky enough to know her will carry her example forward.
A private family service will be held at a later date. Cremation Rites have been accorded.
In lieu of flowers, memorials may be made to the American Red Cross or St. Paul's Episcopal Church.

Connie and Family,

We worked with Jackie at Children's Home years ago. Jackie was always kind, compassionate, and dedicated to serving the children. You could count on Jackie's positivity, wit, and professionalism.
We bumped into Jackie a few years ago as we were leaving OSF hospital from visiting a family member. We were walking with my dad, who was a little out of breath and stopped for a brief rest. Jackie stopped to say hello and to make sure he was ok and to see if we needed any assistance. That was simply Jackie's heart. Prayers for all of you and may your memories of Jackie bring you peace and comfort.

Sincerely,
Marla Claudin and Gwynetta Bullock
