I served with Father Downs as a chaplain at the Youth Development Center in New Castle. I would prepare a student for a sacrament of Baptism, Confirmation or Eucharist and he accepted my decision that they were ready to receive that sacrament. Although he had a great sense of humor, there was no disrespect when it came to celebrating the Eucharist or administering any of the sacraments. After a student received a sacrament, Father Downs would take us to a restaurant (not McDonalds's) telling the student to order anything on the menu, even a steak! This was a real treat for the student and another gesture of his generosity.
He was a friend and a confidant. I thoroughly enjoyed my years ministering with him. Eternal rest grant upon James, O Lord.

My brother Jimmy was not just a brother but also a friend. He was a real wit and had a great sense of humor. He had many hilarious stories of events that he experienced during his career as a priest. He loved to sing and we sang together at family gatherings. We shared songs, stories, jokes, puns, limericks, puzzles and riddles. He had a wide range of interests, spoke French fluently and was well read. He was the best homilest I ever heard. He never talked down to his parishiners. He always lifted people up intellectually. He was a servant. He experienced adversity but remained faithful and true. He was kind and generous and caring. I experienced his kindness and generosity first hand. He was a blessing in my life. I told him I loved him like a brother and he would laugh. Now he is with the Lord. Rest in peace Jim. I love you.
