Joan was born on March 4, 1933, in Massena to Henry W. and Beulah (Hess) Taylor. After graduating from Massena School, she went on to Potsdam State College and received her Master's Degree from St. Lawrence University, with a degree in teaching. At one time, she worked in Rochester and then taught fourth grade at Nightengale School for over 25 years. On September 6, 1997, she married Dr. Allen A. Welch. He predeceased her on September 6, 2013. She lived in Waddington and later moved to Massena in 2013. Joan was the first women to be selected on the board for the Massena Country Club. She was a three-time champion at the Country Club. She was a member of NYS retired Teachers Association, Delta Kappa Gamma Honorary Teachers Society, member of DAR.
Joan is survived by, a nephew H. Ward Taylor and great nephew Christopher Taylor, sister in-law Jane and husband Pat Portolese of Massena, and brother in-law Richard and wife Phyllis Welch of St. Petersburg, FL. Her brother Ward H. Taylor predeceased her.
