Joe Ann Williams was born September 14, 1956, to the union of Willie Lee and Ruby Lee Williams in Kansas City, KS. She was the fourth child born to that union. Joe Ann had five brothers and five sisters.

Joe Ann Willimas was educated in the Kansas City Kansas Public School system. She attended Dunbar & Hawthorne Elementary School, Northwest Middle School, and graduated from Washington High School. Later in life she decided that she wanted to further her education. She enrolled in Donelly College when she pursued her degree in Early Childhood Education.

Joe Ann was a dedicated sister, mother, daughter, grandmother, great grandmother, aunt, and friend. She nurtured everyone she came in contact with. Her great grandchildren affectionately called her "Gi-Gi." Her nieces and nephews called her "Auntie." She was the biggest cheerleader anyone could ever have.

Joe Ann accepted Christ into her life as a young adult. She joined and was baptized at Faith Deliverance COGIC under the leadership of Elder Lee H Johnson. She was a faithful member of the mass choir. She continued to be a member of Faith Deliverance Family Worship Center under the leadership of Elder Harold L Johnson Sr. She joined TFLC church under the leadership of Pastor Michael Portley Jr. She served as a mother of the church. Joe Ann later followed her brother Elder Henry Williams when he received the call from God to start Trinity Life Worship

Center. She was also a mother of the church at Trinity Life Worship Center. Joe Ann served until she was called home to glory.

Joe Ann Williams walked in her gift of tongues, prophecy, and interpretation of prophecy. She was not ashamed to let God use her. Even on her sick bed she prayed and gave God the glory. No sickness was going to stop her from speaking in tongues and prophesying. When God spoke through her you listened.

Joe Ann was proceeded in death by her parents (Willie Lee & Ruby Lee Williams). Her siblings (Willie Williams, Larrie Williams, and Rosie Maxwell). Her niece (Tillisa Easterwood). Her nephews (Raymond Williams & Wesley Maxwell). Godson; (Greg Howard). Best friend (Rita Hobbs). Long time friend (Benita Gray).

Joe Ann Williams leaves to cherish her memory two daughters Kizzy Williams and Quita (Terry) Scales-Phillips. Four sisters Mary Williams, Carrie Walker, Ruth Ann (Don Tracy) Rhone, and Roxanne Moland. Three brothers Houston (Ruthie) Williams, Ben (Rose) Williams, and Henry (Karen) Williams. Three grandchildren Tatyana Scales, Timia Phillips, and Timothy Phillips Jr. Two great grandchildren Ray'Yuan Hughes and Syn'Cere Hughes. Three godsons Anthony Hobbs, Andre Hobbs, and Clifton Hobbs. A host of nieces, nephews, cousins, extended family, friends and church members.
