Simon Lewis" Lou" Carter passed away peacefully at his home on Sunday, June 22, 2025. Born on June 17, 1944, in Savannah, Georgia, Lou was the son of the late Cliate and Willie Lee (Ryals) Carter. Lou cherished his family and all the memories they made together. Time that he spent with his family is something that he never took for granted. He especially treasured every second that he spent with his grandson, Ryan. Being "PopPop" was his greatest honor and deepest joy.
He was a graduate of H. Fletcher Brown Technical High School. Lou honorably served in the United States Army. During his time in service, he was proudly awarded the National Defense Service Medal, a recognition for his contribution during his years of service and commitment. This honor was a source of great pride for him. After his duty in the Army, he became employed by the Chrysler Corporation. He dedicated 33 years to his career, continuing in his role with commitment and pride until his retirement.
One of Lou's greatest joys was attending and participating in numerous classic car shows, winning multiple trophies and awards. He cherished the craftmanship, the stories and the many friendships that came with it. His love for Nascar was a defining part of his life. Race days were something he looked forward to, whether he was watching from home or surrounded by family and friends.
Lou found joy in life's simple pleasures, and one of his favorite pastimes was going out to eat. Outback and Mary's Country Kitchen were two of his favorite spots, where he enjoyed countless meals and made lasting memories with family, friends and staff. Lou also enjoyed his daily visits to the Christiana Mall to spend time with his friends.
In addition to parents, he was predeceased by his loving wife of 31 years, Virginia Mae (Ginny) Carter. He was also predeceased by his siblings, Nell Master, Richard Carter, Randall Carter, Bobby Joyce Neal and Maxine Woodward.
Lou will lovingly be remembered by his son Michael C. Kreps (Jennifer) and his beloved grandson, Ryan Kreps. Also to cherish his memories are his brother, Vernon C. Carter, along with an abundance of nieces, nephews and extended family.
Friends and family are invited to a visitation on Wednesday, July 16, 2025, beginning at 9:00AM followed by a service at 11:00AM at Chandler Funeral Home, 7230 Lancaster Pike, Hockessin, DE 19707. A private service will take place at the Delaware Veterans Memorial Cemetery.
In lieu of flowers, the family suggests contributions to the Brandywine Valley SPCA, 290 Churchman's Road, New Castle, DE 19720. Online condolences may be made at chandlerfuneralhome.com.

I met your father at the Christiana Mall where I walk daily with my little dog Valentino. Your father was the highlight of my dogs day. I believe he loved Lou as much as Lou loved him! They certainly had a special bond & Valentino still looks for him daily. I enjoyed talking to him as I passed thru & watching him light up when he saw Valentino. He used to bring treats for him ;) Thoughts & prayers are with Lou´s family during this difficult time.

Dear Michael and Family. My husband and I did not know Lou for a long time but in the short period of time that we spoke with him at Christiana Mall we came to love him! We are so very sorry to hear about your father's death! You and your family will be in our thoughts and prayers!
