William "Billy" Egan Baggs III died on February 8, 2026. He was born in Norfolk on August 11, 1964 to William E. Baggs and Jo Ann Dixon Baggs, who predeceased him. He was also predeceased by his aunt, Mary B. Dixon.

Billy was a graduate of Norfolk Collegiate School and Johnston and Wales Culinary School.

Over the years, Billy had a variety of jobs in the restaurant business. He put his culinary skills to use at The Dumbwaiter and other restaurants, and his love of music had him spinning records at Friar Tucks. He spent many years working as a bartender at a number of the restaurants along Colley Avenue. For the majority of those years, he worked at Colley Cantina. As a result of his bartending, he was dubbed the Mayor of Colley Avenue by Port Folio Magazine.

After moving to Suffolk, he worked at Walmart and Farm Fresh's seafood department. Most recently, he worked for Schaubach Companies of Virginia, where he took great pride in restoring antique cars. At every place he worked, people remembered him for his red hair and ability to talk to anyone.

Billy is survived by his sisters, Ann B. Story (Steve) of Norfolk and Lynn B. Huneycutt (Ivan) of Suffolk, and nephews Kyle, Daniel, Reed, and Evan, and niece, Candace.

Billy loved music, the beach, collecting art, and history. He was always ready for a conversation about any of those topics.

He loved sports and was a life long Washington Commanders fan. He and his father loved cheering for UVA in basketball, which annoyed his mother, a UNC fan.

He will be missed by his family and friends. A celebration of life will be held at a later date. R.W. Baker & Co. Funeral Home & Crematory, Downtown Suffolk Chapel is serving the family. Condolences may be registered at RWBakerFH.com.
