Conrad Egan Obituary

Conrad Edward Egan, a nationally recognized leader in housing policy and a lifelong advocate for affordable housing and equitable community development, died peacefully on June 9, 2025, at his home in Oakton, Virginia, from complications of prostate cancer. He was 83. Mr. Egan spent more than five decades shaping housing policy at the federal, nonprofit, and local levels. Known for his strategic mind, humility, and gift for connecting people, he played a critical role in preserving and expanding access to affordable housing across the United States. He began his career in the 1960s in Detroit, working with community organizations focused on housing and urban development. In 1969, he joined the U.S. Department of Housing and Urban Development (HUD), where he served for over 20 years. He rose to Director of the Office of Multifamily Housing Management, overseeing HUD's national portfolio and helping preserve thousands of affordable units through innovative use of Section 8 subsidies. In 1986, Mr. Egan became Executive Vice President of NHP, Inc., then the nation's largest private owner and manager of affordable rental housing. He returned to HUD in the early 1990s as Special Assistant to the Deputy Assistant Secretary for Multifamily Housing Programs and to Secretary Henry Cisneros, where he helped launch the Neighborhood Networks initiative and led HUD's emergency response to the Northridge earthquake. From 1997 to 2010, he helped shape national housing strategy through the nonprofit sector—first as Policy Director and then as President and CEO of the National Housing Conference. He also served as Executive Director of the congressionally chartered Millennial Housing Commission, charged with evaluating the future of federal housing policy. Locally, Mr. Egan chaired the Fairfax County Redevelopment and Housing Authority and held leadership roles with CPDC, Housing Virginia, AHOME, and other regional housing organizations. In 2008, he was inducted into Affordable Housing Finance's Hall of Fame. A nature enthusiast and devoted family man, Mr. Egan and his wife, Carol (Fradette), whom he married in 1964, raised their two children with a love for camping, hiking, and national parks. In addition to his wife, survivors include daughter Kat Egan, son Michael Egan, and sister Marilyn Egan Bokor. A memorial Mass will be held at 12 noon on July 10, 2025, at St. Mark Catholic Church in Vienna, Virginia, with visitation at 11 a.m. A full obituary and guest book at

Just seeing Conrad's picture make me smile. I was privileged to know him as a professional colleague, a neighbor and a friend for many years.

Conrad and I worked together on public housing revitalization through conversion to Section 8 with differing approaches, him through the Millennial Housing Commission and me through HUD. I fondly remember hours of discussion with him on housing policy and life more generally at NHC Headquarters. Later, Conrad paved the way for me to have the opportunity to serve as a long-term Fairfax County Housing and Redevelopment Authority Commissioner, then gave me his best advice how to do that job better.

Conrad and I had regular but not often enough Saturday morning breakfasts near our homes, to discuss housing and everything else. At the last breakfast we had, Conrad concluded "We just need more housing!"

From my earliest days in the affordable housing industry, nearly a half century ago, Conrad was a special part of my world. Whenever and wherever we would meet, he would greet me with grace , kindness and articulate insight, always offered with respect and humility. He would inquire as to my wellbeing and, unrehearsed, delve into the intricacies of my latest endeavors, providing analysis, advice and encouragement. Never one to engage in banalities, Conrad was a North Star of guidance and support. I walked away from each exchange with him inspired and uplifted. I will be forever grateful to have known this wonderful person.

Deepest sympathy to Conrad´s family and friends. He was a true champion for affordable housing. Leading others to act through his deep sense of purpose, kindness and intellect, he was a model leader.
I met him several times at housing related conferences and we discovered that we shared Akron, Ohio as our birthplace home. I feel very fortunate to knowing him and benefitting from his wisdom and kindness.

It is with true sadness that I learned of the loss of Conrad. His leadership on affordable housing was unmatched both nationally and at the local level. His thoughtful deliberation, his gentle influence, and his unique skill in connecting individuals to ensure a deep and lasting impact, all led to purposeful policy and real results. He was a giant in the affordable housing industry and some of us were so fortunate to stand on the shoulders of this particular giant. I was one of the lucky ones to have known Conrad as a colleague, to learn so much from him, and to call him a friend. He will be missed and remains irreplaceable.

Conrad was always a presence in my world, but I did not get to know him until close to my retirement. We were at HUD at the same time, but our worlds did not collide at all while I was there.

After I retired, I got to appreciate Conrad for the thoughtful, smart person that he was. I knew that Conrad knew my friend Steve Bollinger, but Conrad took ownership on the marker that was behind the HUD building that was dedicated to Steve. He would point it out to people, he would let people know if there was growth of plants blocking it out.

But beyond that, I enjoyed what interactions that we had. I am now learning that he and I had Ohio in common as well.

As I age I am losing more friends, but when I learned that Conrad had passed, I clearly know the world that I worked in for over 40 years last an extraordinary leader.

Conrad was quite possibly the most knowledgeable and kindest houser I had the honor to call my friend. We first met 30 years ago. I was new to town and Conrad made it his business to introduce me to everyone around DC. When lobbying, he would walk my tail off around the Hill. One early morning we drove to Pittsburgh. He drove. I slept. While passing a farm, Conrad exclaimed "Barn!" I woke with a start. Years later, on my birthday, Conrad sent me a handmade paper "Barn" that held matchsticks. That was pure Conrad. A great friend and colleague.

I am flooded with memories of this great, gentle, and kind man. I not only learned a great deal about the substance of housing and housing policy from him, but even more importantly how to live a life of service to others. I once asked him if he had been an Eagle Scout because he was so responsible and resourceful. Of course, I, and countless others, will recall the consideration with which he clipped articles-and I mean with scissors-and mailed them-and I mean with stamps, not hitting send-and sent them to us. I would receive these regularly and always with a personal note. Conrad could not have had a more successful life journey of meaning, purpose, and positive difference to others from the point of view of all of us fortunate enough to know him. My heart goes out to his family and friends.

I knew Conrad from my work with HUD. Even years later, every time I saw him at the Vienna Metro, he greeted me by name and always had some interesting things to say about his work in Fairfax.
