Francis Martin Smith II, age 80, passed away peacefully on August 17, 2025, just shy of his 81st birthday. Born on August 31, 1944, in Terrell, Arkansas, he was the beloved son of the late Bernice Thomas.
Francis (known as Frank) attended the St. Louis Public Schools, graduating from Soldan High School. During his life journey, he obtained a Bachelor of Science with a major in Criminal Justice and a Master of Business Administration with a major in Risk Management.
He gave dedicated service to the United States Army, in which he served in the Vietnam War. He earned several decorations, medals, badges, and commendations during his tour. Once he returned to civilian life, he began his career with the Saint Louis City Police Department, serving the city with honor for nearly a decade. Later, he transitioned to District Manager with Mutual Omaha Insurance for several years. Frank relocated to Jefferson City, Missouri, and was appointed as the lead Insurance Investigator for the Department of Insurance, where he worked diligently for many years until his retirement.
Beyond his professional life, Frank was a man of many passions. He had a lifelong love for basketball-not only playing but also refereeing games in his community and across the State of Missouri. He found peace in fishing and golf, joy in grilling, and took pride in his culinary skills. Along with close friends, he operated a catering business that showcased his talent as an exceptional chef.
Frank was a Lifetime Member of Kappa Alpha Psi Fraternity, Incorporated. He held several positions with the local Jefferson City Chapter and nationally. He loved his fraternity brothers and participated in the Annual BBQ, Annual Golf Tournaments, and other events, raising funds for scholarships and mentoring young men. He exemplified leadership, warmth, humor, and generosity that left a lasting impression on all who knew him.
His legacy lives on through his children: Kimberly Smith, Francis Martin Smith III (Semaja), Heather Hampton (Johnny Jr.), Samantha Baker (Michael), and Kimmie Taff; and his cherished grandchildren: Jevon, Nia, Francis IV, Anaya, Jade Smith, Devin Hampton, and Rue Baker.
He was preceded in death by his grandchild, Chantel Wilson, whose memory he held dear.
Francis was a man of quiet strength, deep convictions, and boundless love for his family and community. He will be deeply missed.
