Memorial service will be at 1:00 pm, Saturday, November 22, 2025 in Hope Cemetery in Henrietta, Texas.
Harley was born on May 8, 1993 in Wichita Falls, Texas to Cecil Thomas Webb and Jolonda Webb. He attended Henrietta High School and he enjoyed playing his guitar and playing the game Zelda.
Survivors include his son, Elijah Webb-Armstrong; brother, Jimmy L. Vance; father, Cecil Webb; mother, Jolonda Webb; and numerous friends.
