Dr. Judith Marie Lombard
Judith M. Lombard passed away on November 8, 2025, of health complications.
Judith was born on June 7, 1944, to Clayton and Helen Lombard of Harmony, ME.
Judith grew up and graduated from Harmony High School, Harmony, Me in 1962 as Salutatorian then attended the University of Maine, Orono, ME where she graduated with a Bachelor's degree in Psychology, History and Government in 1966. After obtaining a Bachelors, Judith moved to Washington and was hired as the Senior Recreational Therapist and Director of Recreation Therapy Training at the National Institute of Mental Health Facility, Saint Elizabeth's Hospital. Where she directed recreational therapy in-service training, staff development while coordinating treatment, quality assurance and program evaluation activities.
In 1979 Judith enrolled at the University of Southern California and received her Masters degree in Public Administration. Judith then continued her education with the University of Southern California where she earned her Doctorate in Public Administration in 1987.
In 1988 Judith was hired as an Employee Development Specialist with Food and Nutrition Service, managing the employee development and training program for 2000 employees and served as Health and Safety Officer. Judith then tried her hat at teaching where she was a faculty member at the Harry F. Byrd Jr. school of business. She taught courses on public policy and human resource management and public administration. Judith then returned to her alma mater the University of Southern California serving as part-time faculty teaching several Masters level courses in public administration.
In 1992 Judith was hired at the Office of Personnel Management Washington, D. C. where she served as the federal governments Senior Training Policy Specialist, interpreting training laws, writing regulations and policy guidance. While at OPM Judith wrote the Training Policy Handbook, which is still being used throughout the government today.
Judith retired from government service and became Owner, Publisher and Editor of Government Training New. A monthly newsletter that specializes in information to public sector trainers and managers.
Judith loved politics and movies. She enjoyed crosswords puzzles and was very good at scrabble and boggle as her vocabulary was impeccable.
Judith was an exceptionally kind and gentle woman and will be missed by family members and many many friends.
Judith is survived by her brothers; Bruce Lombard of Guilford, ME, Darrell Lombard and his wife Rachel Lombard of Windsor, ME, Craig and his wife Deborah Lombard of Grinnell, IA. And one sister; Anneliese Lombard Craig and her husband Jason Craig of Ellsworth, ME and many nieces and nephews along with several great-nieces and great-nephews.
Judith is predeceased by a sister Wendy Corson.
