Miss Carol Rae Wine, born on June 25, 1931 was sent to her eternal home on Monday, June 16, 2025. Miss Wine was born and raised in Washington, D.C. where she attended the local public schools. Additionally, she attended American University for both her undergraduate and graduate degrees. Miss Wine began her career as a teacher in Montgomery County in 1954. Over a period of nine years she was given the opportunity to teach grades 1, 4, 5,6 and a combination class of gifted 5th and 6th graders. She also served as general resource teacher at Montgomery Knolls. She was recognized as an extremely effective classroom teacher in guiding other teachers in planning, organizing and executing sound instructional programs.
In 1963 Miss Wine was invited to join the faculty of the new Bushey Drive Elementary School under the leadership of Dr. Marie De Carlo. In 1965 Miss Wine was appointed as assistant principal of Bushey Drive. That same year the school won the National Pacemaker Award for its nongraded, team-teaching program.
It was at Bushey Drive that Miss Wine recognized that team teaching could result in better utilization of staff, greater use of school facilities and instructional materials, and more challenging instruction for pupils.
In 1966 Miss Wine was selected as the principal to open the new Glenallan Elementary School. Out of the philosophy demonstrated at Bushey Drive, she organized an instructional program characterized by non-graded and team teaching. At Glenallan Miss Wine's interpretation of the program gained community support.
In 1970 Miss Wine was selected to open the new Saddlebrook Elementary School. The instructional program and flexible organizational pattern continued to grow out of the concern for individual student growth. Miss Wine capitalized on the strengths of teachers, and selected teachers of the highest caliber. She supervised a differentiated staffing program for seven years. The program included a student teacher center which provided unique opportunities for staff development. She also piloted the teacher evaluation program for MCPS. During the 1970's the Saddlebrook School received hundreds of visitors.
Miss Wine believed that a school environment which fosters acceptance, involvement and feedback results in better learning for students. Members of the faculty and community took great pride in helping relationships which were developed during that time.
In 1982 Saddlebrook closed and Miss Wine was selected to be the principal at Strathmore Elementary School. In 1987 Miss Wine took a well-deserved retirement.
Miss Wine was one of the kindest and generous people you could meet. She was always willing to help someone in need. A native of Washington, she lived most of her adult life in a place that she loved, for more than 50 yrs, but most of all she liked communicating with her neighbors, becoming their teacher, mentor, or friend. There wasn't a play or opera she didn't like nor a restaurant she wasn't willing to try. She was always a great source of information. She will definitely be remembered by all with great affection.
