William "Billy" Joseph Allen passed away on Thursday, October 23, 2025, at the age of 79. He was Born in New Orleans, Louisiana, on May 18, 1946 to William R. Allen and Estelle O'Dowd Allen.
Billy was the beloved husband of Marilyn Skinner Allen, with whom he shared 58 wonderful years of marriage. He was a devoted father to Alicia Allen Cohen, Diana Allen, and Lance Allen (Laura), and proud grandfather to Blake Cohen, Luke Cohen, Layne Allen, and Landen Allen, who brought him endless joy.
Billy was preceded in death by his parents, brother Wayne Allen, nephews Billy DiMarco Jr., Derek DiMarco and George Skinner Jr., and his in-laws Calvin Skinner (Billie), Verna Mae Ouber (Harvey), and George Skinner (Shirley.)
He is survived by his sisters Sandra White (Joe) and Evelyn DiMarco (Billy), along with many nieces, nephews, and extended family who cherished him dearly, including Pamela Sullivan (Sid), Joseph White Jr. (Carmon), Tracie Eastman (Jason), Allyson Guidroz (Jerry), Brooklyn DiMarco, Wayne Skinner (Cindy), Karen Bullock (Rick), Arlene Theriot (Tim), David Ouber (late, Sue), Fay Lowry, Rita Munch (late, Billy), Glen Ouber (late, Rhonda), Sheryle Taffolla (Bob), and Bonnie Skinner.
Billy honorably served his country in the United States Army for three years, spending one of those years in Vietnam. After returning home, he began a long and dedicated career with New Orleans Public Service (NOPSI) and later Entergy, where he worked faithfully until his retirement.
Outside of work, he enjoyed hunting, cheering for LSU football and baseball, and watching Saints football. He was also a proud member of the American Legion.
Billy's memory will continue to live on through all those who were fortunate to know and love him.
Relatives and friends are invited to attend the funeral services on Wednesday, October 29, 2025, at Garden of Memories Funeral Home, 4900 Airline Dr.
Metairie, La 70001. Visitation will begin for 9:00 am, with a service following at 11:00 am. Burial will take place immediately after services at Restlawn Park Cemetery and Mausoleum, 3540 US-90
